
Music Industry Groups Propose Blanket Licensing Framework for AI Training Data
Music rights organizations are proposing a collective licensing framework for generative AI platforms to address copyright concerns while fostering technological innovation. The Songwriters Guild of America (SGA), Society of Composers & Lyricists (SCL), and Music Creators North America (MCNA) have jointly outlined this proposal in response to the administration's AI Action Plan.

- Sui generis rights for music creators to control their works on AI platforms
- Clear fair use limitations and royalty systems for both AI training data and outputs
- Collective bargaining for royalty rate setting
- Mandatory creator and copyright administrator opt-out options
- An oversight board with at least two-thirds music creator representation
The system would require AI platforms to license rights for ingesting works, addressing unauthorized use of copyrighted material while ensuring fair compensation for creators. Copyrightable works must be created by human authors whose creative involvement exceeds merely providing stylistic prompts.

- Clear legal protections for copyright holders
- Compensation mechanisms for AI's use of copyrighted works
