Rosenworcel, who made history as the first woman confirmed to lead the agency, was initially nominated as an FCC Commissioner by President Obama in 2012 and later elevated to Chair by President Biden in 2021. In her departure announcement, she expressed gratitude for the opportunity to guide the FCC during a critical period of digital transformation.

The leadership change will enable Trump to establish a 3-2 GOP majority within the commission. Carr, who was originally nominated to the FCC in 2017, has outlined several key priorities for his chairmanship:

  • Dismantling what he terms the "censorship cartel"
  • Restoring free speech rights
  • Reining in Big Tech
  • Promoting national security
  • Unleashing economic prosperity
  • Ensuring FCC accountability

Carr's policy positions include:

  • Support for rolling back net neutrality rules
  • Advocacy for Section 230 reform
  • Support for banning TikTok in the U.S.
  • Increased accountability for broadcast TV and radio stations

As the author of the FCC chapter in Project 2025, Carr's appointment signals a significant shift in the agency's regulatory approach and priorities under the incoming administration.
